Item 8 (d): Board Members reviewed and discussed a Fiscal Report titled “Special Education Costs Continue to Rise as Funding Declines”.
Item 8 (e)(1): Board Members reviewed AB 312 (O’Donnell), School finance, special education funding which has the express intent to phase in equalization of SELPA funding rates and establish a state funding mechanism to provide local educational agencies with the funding necessary to establish high-quality preschool programs in California.
Item 8 (f): Board Members were updated on the latest CAC meeting that was held on February 7, 2017.
Item 8 (g): Board Members reviewed a listing of the Staff Development and/or Trainings that GASELPA staff members had provided during the month of January 2017.
Item 9 (a) (1): Board Members reviewed the P2 (June 2016) California Department of Education “SELPA Special Education Funding Exhibit (AB 602)”.
Item 9 (a) (2): Board Members reviewed the GASELPA P2 (June 2016) allocation of AB 602 funds to member districts.
Item 9 (a)(3): Board Members reviewed the GASELPA 2016-17 Income Statement as it relates to AB 602 funding.
Item 9 (a) (4): Board Members reviewed GASELPA Board Resolution 245-2014, GASELPA AB 602 Funding Allocation, which had been previously adopted in March 2014.
Item 9 (b): Board Members were provided an update on the current status of MediCal – Occupational Therapy (OT) Prescriptions.
Item 9 (c): Board Members were provided an update on the GASELPA Vision Impaired program.
Item 9 (d): Board Members discussed the 2016-17 Outstanding Service to Students with Special Needs Award that will awarded at the June 21, 2017 GASELPA Board Meeting.
Item 9 (e): Board Members reviewed a letter from the Orange County Department of Education regarding the GASELPA 2015-16 Annual Financial Report Findings and Recommendations, of which there were none.
Item 10 (a-e): Board Members took action on warrants, personnel items and contracts.
Item 11 (a): Board Members took action on the Independent Contractor Agreement with New Direction Solutions, LLC (DBA ProCare Therapy, Inc.).
Item 11 (b): Board Members took action on Board Policy 6519.3 – Appointment of Surrogate Parent for Special Education Students.
Item 11 (c): Board Members took action on the Greater Anaheim Vision Impaired Paraprofessional job description.
Item 11 (d): Board Members took action on the hiring of an additional .50 FTE Vision Paraprofessional.
