Board Meeting Highlights

January 25, 2016

The GASELPA Organizational Meeting was held and Officers were elected for 2017.

Item 7: Board Members received a presentation from Mr. Craig Chorbagian, regarding the Greater Anaheim SELPA website (gaselpa.org) that has been updated to comply with the American with Disabilities requirements.

Item 8 (c): Board Members were provided with copies of the agendas for the January, 2017 State SELPA meetings. Board Members were also provided with copies of the January, 2017 State SELPA Committee Summaries.

Item 8 (d)(1): Board Members reviewed the Coalition for Adequate Funding for Special Education 2017 State Budget priorities.

Item 8 (d)(2): Board Members reviewed information from School Services of California – Governor’s Proposals for the 2017-18 State Budget workshop regarding Special Education.

Item 8 (d)(3): For informational purposes only, Board Members were provided with a copy of School Services of California – Pocket Budget 2017-18.

Item 7 (e) (1): Board Members reviewed an article on the Supreme Court of the United States hearing considering the definition of FAPE.

Item 8 (f): For informational purposes only, Board Members were provided a copy of the 2016-17 CAC Recognition Awards Nomination form.

Item 8 (g): Board Members reviewed a listing of the Staff Development and/or Trainings that GASELPA staff members had provided during the months of November and December 2016.

Item 9 (a): Board Members reviewed and discussed the Public Policy Institute of California (PPIC) – Special Education Finance in California report.

Item 9 (a)(1): Board Members reviewed a Fiscal Report titled “Special Education Finance Reform: You Can’t Fit a Square into a Round Hole – An Editorial”.

Item 9 (b): Board Members reviewed the first read of Board Policy – 6915.3, Appointment of Surrogate Parent for Special Education Students.

Item 9 (c): Board Members reviewed the GASELPA December 1, 2016 California Special Education Management Information System (CASEMIS) report.

Item 9 (d): Board Members discussed the program visit to Dr. Jonas Salk School in the Magnolia School District on February 6, 2017.

Item 9 (e): Board Members reviewed a letter from Mr. Christopher Lombardo, Director, Business Services, Orange County Department of Education regarding OCDE acceptance of the Greater Anaheim SELPA 2016-17 First Interim Report.

Item 9 (f): Board Members discussed the Greater Anaheim SELPA’s 2015-16 Annual Audit conducted by Vavrinek, Trine, Day and Co., LLP.

Item 10 (a-e): Board Members took action on warrants, personnel items and contracts.

Item 11 (a): Board Members took action on the Memorandum of Agreement between the San Joaquin County Office of Education and the Greater Anaheim SELPA regarding bidirectional data transfers.

Item 10 (b): Board Members took action on the Greater Anaheim Special Education Local Plan Area – Actuarial Study of Retiree Health Liabilities as of July 1, 2016.

Item 10 (c): Board Members took action on the Greater Anaheim SELPA’s 2015-16 Annual Audit prepared by Vavrinek, Trine, Day, & Co., LLP.
