9. CONSENT CALENDAR

Items listed under the consent calendar are considered to be routine and are acted upon by the Board in one motion. There is no discussion of these items unless a member of the Board or the public requests specific items to be discussed and/or removed from the Consent Calendar.


It is recommended that the Board approve/ratify and authorize the following Consent Calendar items.

f. It is recommended that the Board approve the Consulting Services Exhibit 11

Agreement with Total Compensation Systems, Inc. to provide GASB 74/75

actuarial valuation services. Actuarial information is necessary for the

GASELPA to comply with the requirements of current GASB accounting

standards 74/75 related to retiree health benefits. Cost is $3,000 (10%

discount if deposit paid by May 1, 2018). Effective March 5, 2018 through

November 30, 2018.

12. ACTION DISCUSSION

a. It is recommended that the Board approve the Memorandum of Understanding Exhibit 12

Between West Orange County Consortium for Special Education (WOCCSE)

SELPA and the Greater Anaheim SELPA, establishing that WOCCSE will

provide the services of an itinerant teacher of the Deaf and Hard of Hearing

to the Greater Anaheim SELPA. Services to be provided 2 hours per month

and 12 hours of compensatory services. Effective March 1, 2018 through

June 30, 2018. Costs are not to exceed $4,000. Member district to reimburse.

b. It is recommended that the Board approve the Independent Contract Agreement Exhibit 13

with Brain Learning Psychological Corporation, to provide Functional Behavioral

Analysis (FBA) services, which will include observations, and data collection,

Drive time (from Laguna Hills office), file review, analysis, report and

participation in meeting. Cost is $200 per hour, not to exceed $4,000.

Effective March 22, 2018 through June 30, 2018. Member district to

reimburse.

c. It is recommended that the Board approve the Independent Contractor Exhibit 14

Agreement with Disaster Survival Skills, LLC to provide CPR/1st Aid

training to all GASELPA staff members on July 31, 2018. Cost is

$49.95 per person, not to exceed $4,995.

d. It is recommended that the Board approve Board Policy 5141.4 – Child Exhibit 15

Abuse Reporting.

e. It is recommended that the Board approve Administrative Regulation 5141.4 - Exhibit 16

Child Abuse Reporting.

f. It is recommended that the Board approve adding the position of Program Exhibit 17

Specialist – Behavior Specialist, effective July 1, 2018. Position will be

hired through the Anaheim Union High School District and assigned to

the Greater Anaheim SELPA. GASELPA will reimburse Anaheim Union

High School District for the total cost of this position. Member districts to

reimburse.

g. It is recommended that the Board approve the hiring of a third Adaptive Exhibit 18

(APE) Specialist. APE Specialist will be hired through the Cypress School

District and assigned to the Greater Anaheim SELPA. GASELPA will

reimburse the Cypress School District for the total cost of this position.

Effective July 1, 2018. Member districts to reimburse.

i. It is recommended that the Board approve the Second Interim JPA Exhibit 19

Certification of Interim Report for the Fiscal Year 2017-18 pursuant

To Education Code (EC) sections 33129, 41023 and 42130.

Comments from the Board Members will be received and will be limited to five minutes per person.
